Yes, that is a good idea, too, but seemed more complicated. Things only move into the Recycling Bin by request of the mapmaker (for vacation, or much more rarely, when the mapmaker says "Enough!") or by a Foundry moderator declaring a map abandoned. I have only seen the latter done to maps in the Workshops or the Forge, presumably to keep these at a manageable size. So having the mods move things to two different places seemed to be no more work.

If a map is on vacation, then the development is on hold. There's no reason for casual observers to comment on a map that isn't currently being worked on.
Then again if a map is abandoned, someone may still resurrect it one day. So I don't see a huge reason for dividing these apart...
If a map is on vacation because the mapmaker has exams and will be back in a month, there is no reason a brilliant comment could not be added and dealt with when the time comes. Maps on vacation we would expect to return to activity, and should not be looked at as something to be grabbed and built upon. Abandoned maps we would not expect to return to activity, and they would be fair game for recycling.
