hybrid staggering

Let the game starter determine the level of team/stagger for each game

Instead of Staggered yes/no put in a free field option as to when staggering ends
ie: 0 - always staggered
1 - team play begins after 1st round
...
5 - team play begins after 5th round
...
-1 team play from the outset
for giggles -X (where X is a number) - any random number until X - Throw in some of the unforseables into war.
I mean what is all complaining about - the lack (pardon the pun) of predictability in war? cmon.
Priority:
5 = Urgent, implement with next update
