I tend to dislike state maps, but as this is my state I'll put my concerns in the area aside for now.
1. You need to read the "How To Make a Map" thread in the foundry, and include basic info.
2. What are the breaks based on? Because I think you can come up with natural unpassable borders that make more sense - coastal range, sierras, transverse range, death valley, sierras, Sacramento and California Rivers, etc.
3. Come up with a theme for the map... is this 21st century california, in which you can work in such industries as entertainment, agriculture, wine production, tourism? Is it 19th century gold rush and westward expansion? Having a theme will lead to a more complete and impressive final product.
4. Big map, but small playing area... going to be hard to put titles and army circles in many territories. You'll need to make better use of space, which is tricky in a funny-shaped state.
