They're probably looking for a description to add to the map slideshow, www.conquerclub.com/public.php?mode=mapslideshow so really anything you can think of should work fine.

This map was originally created for the Official 2010 CC World Cup Event - "A tournament involving a special, new, South Africa World Cup map featuring teams as territories with their groups as the bonus regions, including a special world cup territory in the middle of the map."

Players begin in the group stages; the playoffs all start neutral, with increasing neutrals towards the finals. Each team can play (attack) each other team in the same group, as well as the corresponding winner/runner-up space on the Round of 16. The winner/runner-up can also attack back to any team within the corresponding group. To win the game, you can either eliminate your target, eliminate all your opponents, or conquer and hold both the Finalist positions.

The original 2010 South Africa World Cup map has been revamped to reflect the teams and groupings for the 2014 Brazil World Cup; the gameplay remains unchanged.

Is there a way to tell which territories start with 4 troops?
My understanding was that it was all the top seeds, but I think I noticed colombia starting with 3 troops in one of my poly trips games? The other seeds all had 4 troops though

You're right - it's the top seed in each group (ie the team appearing first in each group list).
These are coded as starting positions, so each player gets an equal number of them with an extra army. All the other teams (including the spare seeded teams) go into the general pot for distribution. In 3p, 5p, and 7p games there is a chance those teams might start with 3 armies not 4 - the key thing is that every player starts with the same number of territories and the same number of troops!

Oh, it also happens in 6p games (ie triples)... Any game where the number of players doesn't divide exactly into 8.

I say yes, and if you made it in Photoshop, maybe you could give me the files so I can edit it so it fits the WC 2018.
