We know, but we don't want to drop the hammer too early as we want to give the prince the most time to observe everyone and think about who appears to be the scummiest.

Yeah, am I right in thinking that that means there is no "hammer" in this game.
After all we could get 14 votes for Skoffin, but the Prince doesnt't have to vote for Skoffin? Or do they have to follow the majority verdict?

Outraged by the the appearence of such a grotesque figure amongst his court, Prince Prospero started questioning all of his guests at the ball to determine the identity of the masked phantasm. Unfortunately, all of the Prince's friends and loyal subjects were unable to decide who the mysterious figure was. Baffled and confused himself, Prince Prospero grabbed the nearest partygoer to where the phantasm appeared and questioned him vigorously. Unfortunately, the partygoer did not give an answer to the princes liking and was hung by the gallows.
