That was when they still had a monarch and could fight decently. Notice how when Napoleon Bonaparte was exiled the first time and was not really able to re-establish himself as monarch after returning, they really could not fight, but more make a show of arms with veterans from Napoleon's armies.

They were actually capable of fighting up until after the Napoleonic Wars. That war must have taken a lot out of them as they haven't fielded a decent army since.
