I don't think that everyone who is conqueror is disreputable.
Herpes right now, while on top, will make public doubles games and let whoever wants play him. (I know, I partner with him often).
Scott didn't use ignore list, he was just the best 8 player freestyle player out there. Sure noobs joined his games, but so did gigadak and datwhatshesaid, and tons of other great freestyle players who were also, smart, fast and also had the same add ons (clickies mainly).
Poo maker was similar in style to scott. A great player, no dishonest tactics.
Blitz played dubs and trips to hold his top spot, and is still the best at these settings.
Any player who can hold a rank of 2,500 or 3,000 for any length of time is obviously good. If they are beating noobs, they have to beat them almost all the time to break even. If they are elitists (this term is hardly mentioned anymore), then they have to be good enough to beat other high ranked players. And if you have someone like herpes, who plays captains, majors, top ranked players, sergeants and noobs alike, then that's pretty impressive.
Also, lets not forget maniacmath17, the hero for all of us std. seq. esc players. I'm not sure what comic was playing, but he was a great player at these settings.
I think it ruins the fun of playing for the top spot when people will trash anyone who gets up there. Also, there are players who might make it to the top, but they aren't trying for it. Making it to the top involves limiting the types of games, maps, and settings that you play to a very few. I know a few guys who are around the rank of major who could probably make conqueror if they were focused on doing that, but they enjoy playing new maps for the first time, playing assasin and terminator, or just joining a public 6 player escalator; making it very hard to get higher than maybe 3,000. They're great players, conqueror is just not a priority. Timminz who posted above ^^, could easily be colonel or brig if he decided that that was a priority.
In closing I will say this. There may be people who move to the top by dishonest means, however that doesn't mean that being at the top makes you a dishonest player.
p.s. I am not accusing anyone of being dishonest, and don't know all the top 20 players on the scoreboard.
