It means "he said it himself". It was at one time the ultimate appeal to authority.

Cicero, in De Natura Deorum (I, 5), refers to Pythagoras's students debating, saying "ipse dixit", that is, "he said it himself", speaking of Pythagoras, whose authority they considered strong "even without reason"[1].

yes because wiki's never been wrong. I thought it was Aristotle too. I just didn't want to argue with the History major and now that I think about it. Ipse Dixit is Latin. It may have originated in Greece (I believe the word ipse if not dixit does) but it's latin.
