Significance of Owning your Spoils?

If you own your spoils they appear bracketed. Why does this matter? Do you get more if you turn in owned spoils? Or is it the same as spoils for regions you don't own?

you get a bonus of +2 added to the region you have bracketed as well as the value of the cards you cash

Or if you're playing Nuclear Spoils, you'll nuke yourself.

Not necessarily, only if you have big stacks on those territories. But who would be stupid enough to stack all his troops on 1 territory in a nuke game? (surprisingly, many people are...)
