Is this a tactic or is this just luck?

How is it that even though I have more than half of the regions owned by the opponent they still end up receiving the same amount of troops as i do for holding a certain location which never happens to me?
I am not happy at all.I had 15 regions and the opponent had only 6 yet he still managed to get 3 for holding a location and 3 for 6 regions allowing him to have a total of six troops which is only 2 away from how much i will receive. Is this a tactic or is this just luck?

You get bonus troops for holding entire regions. This is a tactic you need to learn, as it is usually crucial to winning games.
I assume you're referring to the Greater China game you're playing. Your opponent either has all of Lanzhou (the red region) or Chengdu (the green region). You need to break up that bonus before he stages a comeback.

I figured it out eventually and that is just what I was about to do, hopefully dice will play my way :0

I also noticed that in the china game I have 2 regions (Shenyang and Beijing) occupied by my troops but I am only getting bonus from one of the region (Shenyang), any reason why that is?

I would suggest playing games without fog at first so you can learn the maps and see what your opponent has without having to guess

Yeah I know personally I see games with fog more based on luck rather than strategy but at the same time when i was joining the game I didn't realize it was fog or else i probably wouldn't have chosen it. Good thing I won anyway hehe ;p

Well from the recent gameI just finished, I know I definitely won by luck as from my side I could easily tell which of the regions were his whereas from his side it was harder to figure out, which meant I could sort out my strategy and reinforce where he was most likely to attack from, had it been the opposite way he would have been the lucky one...obv you have more xp so maybe time will tell and prove me wrong....

you already stated why its not luck, but better plannaing and strategy.
You anticipated your opponants moves and acted accordingly. The only lucky part would then be that he did not do so, or that you were in a position to do so.
let me tell you, its your job as a player to create your own field of vision and to block your opponants field of vision. luck helps, but strategy is important when luck is average. If you have no luck at all, you will always loose, when you have all the luck you will always win, except ofcourse its stated a bit too simple, but you will get the idea

Alright I see what you mean and i am probably too tired to think straight these few days anyway. And also I have seen the use of the word 'cards' quite often. What does this exactly mean? Troops due?

Cards are spoils. In the RISK board game, they are actually cards you collect, so that's how most people refer to them.
