objective would be to control 5 of the 9 judges
capturing a region - which will be sets of influential forces that act upon the court - gives you control of one judge

That's because it's not official yet. You have to first develop it. Then you can get it into the Final Forge stage in a month or so if you are willing to put in a crapload of effort. After two days+ in the Final Forge stage, if no one has any objections, it will be "Quenched" and posted onto the site
I'm not sure if all of this is accurate, but don't expect this map any time soon. Not saying it's not a good idea, because I personally like it, but it takes a lot of effort to get a map into KEYOGI/Andy's good books before you can even think about publishing
I'm not really sure how the XML files work out either, especially if this is a map where you only need X territories to win
Oh, and on the map, there should be more judges. Not sure what the fruits are for either.
Possible names maybe? (US Supreme Court is fine, I suppose, but... CC Supreme Court, CC Court of Justice, etc.)
On bonuses, +13 is pretty crazy. Maybe +3?
Judge = +1
Applicant + Lawyer = +1
Defendant + Lawyer = +1
Applicant + Defendant = +2
Applicant + Lawyer + Defendant + Lawyer = +5?
Just some possible ideas

You have to first develop it. Then you can get it into the Final Forge stage in a month or so if you are willing to put in a crapload of effort. After two days+ in the Final Forge stage, if no one has any objections, it will be "Quenched" and posted onto the site
Try 6 months and 50 days and you'll be a bit closer to reality...
