Now I know this sounds stupid or like something the onion would write but apparently this is a real law meant to cause disruption in the Buddhist community and possibly control it.

by makeing sure that the reincarnation does not get "recognized' by the supposed "spiritual authority", thus by controling priests ect to say no.
