What to do when a loosing player I.e 8 regions to 30 just hides and
makes a stack 3 times that of every other on the table?

They can't win the game all they can do is annoy someone. if they attack they will be killed but will hand the game to other players.

ideas?

So attack them and end it.

Is this 1 v 1? multi player? no spoils? esc? Gotta give more info than that.

Its a fact of life. 3 ways boil down many times to a King Maker. The enemy of your enemy is your friend.

Wear down slowly over time, if you are that concerned about it. When you are losing, stacking is usually the best option, because no one wants to waste their troops on taking out an inconsequential territory, so you wait until an opportunity arises to take a better foothold in the game. To combat this, another player can devote a few or several of his troops each round to wearing down the stack. This is only useful if you can afford it, so keep an eye on the balance of powers in the rest of the game.

Most cases the player being carved will just suicide into you and you'll lose.
