I don't think that's the case at all, all the current emphasis is on tournaments and challenges to drive up player interest.
I do believe that clans are very dominant, but that is because being in a clan gives you a lot, not just regular wars and competitions. The clan provides a group of players that you have fun with and play the game with quite a lot, therefore that bond (if you will) carries across all aspects of CC, into tournaments and casual games. Also, you will often find players in clans are more passionate about the game, either because of the clan or that is their reason for joining a clan in the first place.
