Does a one way attack affect "sight" in fog of war games?

Specific Example:
When playing on the Europe map with the fog on, can the owner of Romania see who has troops in Moldova? (assuming Moldova is owned by a different player)

If you are able to attack the country you can see it. If you can not attack it you can not see it.
