If a private citizen kicked someone in the head like that, what would you think about it?

How is that relevant? If a four-year-old kicks you in the shin, would you feel that the cop's response would be a reasonable one for you to take? It has nothing to do with male-female. It has everything to do with the situation of her being handcuffed and putting the cop in no danger whatsoever (as clearly evidenced by his easy reaction). I would absolutely view the situation differently if she weren't handcuffed or could somehow pose an actual threat to him. "Assault" would not be the proper charge. Excessive force, perhaps. It is unclear from the video how hard she was kicked, but it does look bad.
