Add Selective Quote Feature

Concise description:

If you select a block of text in somebody's forum post and then click quote, only the selected text is quoted

Specifics/Details:

I saw it on mafiascum

How this will benefit the site and/or other comments:

The current method is a pain. I have to quote the entire text and then trim down to just what I want to reply to

Are the fora vibrant enough to justify implementing this suggestion?

The feature is partially implemented. Once I am already in the "Post Reply" screen, I can selectively quote.
