Deadbeat player

Hi - have been away from this for a while and came back a few months ago - lots of changes! I have a question:
If a player is kicked out for missing too many turns, I thought they became neutral (armies greyed out) and their cards were unavailable. Im in game where this has occurred and the player's colour is retained and it shows he has 4 cards - Are these cards available to other players if they take him out?
