Is this a glitch?

Aren't you supposed to only have an hour's worth of time to complete your turn once you've started it?

Edit: Ah! For some reason, I was thinking it showed the hour countdown for everyone (not just for your own turn); I see now he ran out of time.

Yes, you only get one hour. However, that one hour clock is only visible to the person taking the turn. Imagine the confusion if the game clock showed the "hour countdown" instead of the time left in the round.
