wjw1741 & CCG: Secret Alliance?

wjw always deploys where I am and never attacks CCG. It seems he makes no aggressive moves towards CCG and vice versa, except that one turn for CCG to get North America. While I can't prove that it may be a multi but wjw behaviour certainly drew my suspicions. Even wjw army deployment is suspect as he/she always deploys near my territories.
