I have a friend qwert.lin However, he has stopped playing CC... But his brother wants to so is it allowed for him to make another account? (my friend forgot qwert.lin's password and the e-mail he used to make the account.

If his brother is a different person, then he can make a new account. If it's just you or your friend wanting a new account, then no. Unless you don't tell anyone.
