He is banned. Lack just worked around with the forums so that you can now see his profile which means you can see the games he has played and such.

forum bans are now done differently. Instead of inactivating their forum record, the user is given "guest" access, which takes effect immediately. so therefore he can look, but I believe he can not post though.

He can receive them, however he can't access them

In other words, we can write on his wall, but he can not see it
we can send him a PM, but he can not open them. (funny story is that some of the forum moderators have actually sent him PMs recently, think they would know a little better).
