What are the procedures to report cheating?

How much evidence does one need?

I'm in a game right now in which two people are not attacking each other, leaving their mutual border unprotected and often taking turns in close proximity to one another. Is that enough grounds to complain?

Go to the "Cheating and Abuse forum" and start a new topic. (Handy name, ain't it?)
The form for filling out will show up when you start the new topic.

And that is enough grounds to complain.

That doesn't mean any punishments will be made and it can easily turn into flame wars
