they exist because of a difference between the number of territs and number of players
so
no

because if you play a game with 20 territs with 8 people then you have a problem :)

Well there is an option for you. Look at the number of territories on a map, then make the number of players be a factor of the number of territories. For instance, classice has 42 territories, so you could make a game with 3, 6 or 7 players and not have any neutrals. Other maps have differrent numbers. If there is one with 60 territories (im sure there is) this would be good for 3,4,5, or 6 player games without neutrals. 1v1's always have 1/3 of territories neutral as it was with the board game. Hope this helps.

well, a quick search of wikipedia turned up this astounding list. and from the looks of it, this guy may have to severely limit his game options to follow your suggestion....

Current neutral countries include:
European countries:
Austria
Finland
Ireland
Liechtenstein
Serbia
Sweden
Switzerland

Non European and other countries:
Costa Rica
Turkmenistan
Cambodia
Moldova

Past neutral countries include:
Belgium
Laos
Luxembourg
Netherlands

good luck!!!-0
