Unless he's actually points dumping by deliberately losing games then you might have a case, if he's simply allowing his eliminated games to complete then I think he's only just and just within the boundaries of the rules. Dragging out the game when he's obviously in a supremely dominant position is bad sportsmanship and bad manners to say the least. I think the advice you'll likely receive is
foe and rate appropriately, I'm foeing

He is 16 & He has just grown up a little & knows it was wrong and has conveyed to me it will not happen again. Now as far as freemiums crying about having games tied up Maybe they should go PREMIUM and we won't have to hear them CRY. They play for FREE... Hard to feel sorry about that.... They havent even paid for the right to cry.

all i know is
coded did this exact same shit to catapult his score with me in a few games. he didnt recieve any punishment. so if that was the position that cc took then, why would they change it now.

Not at all. In fact, we have recently seen an increase in spurious accusations regarding possible farming, gamechat violations, forum violations and in your case 'slow play' (the horror!). What any of this has to do with actual 'cheating' has never been clear, but it all reflects the 'family-friendly', 'whiter than white' new policies. CC has told us all to be super good and has therefore given licence for crap like this to written up. If one follows British politics, they would know of John Major's 'Back to Basics' campaign, which ended up falling on his head as it swiftly became apparent that his own party simply couldn't live up to the standards that had been set (just once interpetation I know). In a similar vein, CC's anti-farming, anti-bad behavior policies are equally untenable and have therefore caused threads like this...and many, many others.

Coded or anybody else was warned if it happened again there would be stiff penalties.

Kyle posted this on my wall. He was only savoring the victory (been on a bad streak) cut the kid (16) some slack. He ended the games when it was brought to his attention..................... freemium... go premium.
Kyle is a moron, but that is besides the fact. People were warned last time Coded did this. I would not be surprised if they stripped Kyle.

Look up the thread on coded. He did the same thing, but on a larger scale. They said it if happened again there would be harsh penalties.
