are they? cause when i play flat rate i cant trade in till i have 5 cards and my opponetnt and always trade in with 3 and gets ten extra armys

The colors are random, if you hand in a territory-card, you could get the same territory-card in a different color that same turn. Territories are not handed out twice (except in extreme circumstances, like battle royales).

Or doodle games or any other game where they so to speak "run out".
