According to phpBB's official documentation: http://www.phpbb.com/support/documentat ... ser_pm.php
Sent messages will appear in either the Outbox or the Sent messages folder. As long as the recipient(s) have not yet read the message, it will stay in the Outbox. As soon as someone reads the message it will be archived to the Sent messages folder. If the administrator allows it, you can edit messages after sending them as long as they are in the Outbox and the recipients have not yet read them.
It does not say anything about opening the inbox, but specifically mentions the message.

Then phpBB is either unclear or wrong in their description. It has worked this way ever since I can remember it. I've had PMs asking why I didn't respond to a previous PM when all I did was open the Inbox as the actual message was still marked as being unread.

Very strange. If I send a PM to myself, and navigate to my inbox and refrain from opening it, it stays in my outbox until I open it.

Edit: I wonder if messages that get delivered to 'Folders' act different than the strict inbox? My message I sent to myself gets sent to a folder I set up.

I don't think sending PMs to yourself should be a legitimate test for this because how those are handled are irrelevant to trying to determine whether a person you PMed has read their PM.
