Well, if their servers are set up properly, the foe list should operate off of profile domain.
It would be no different than Facebook, if you block someone they shouldn't be unblocked just because they change their display name, because the block is applied to the ...

In the 17 or so years I've played on this site no one has been able to make major name changes.
The only way people have been able to change their names is to make a new account, and that violated the no multiple accounts rule.

Mainly because only minor changes are allowed unless it’s related to IRL name, then can be changed. But ultimately it’s not allowed even if you ask nicely.
