One player then asked the other player to move out of a continent and allow him to take it, presumably to increase both players bonuses.

Is this crossing the understanding of treaty and going into team play?

To answer your "unanswered question" I played the first two games using my CanuckSteve account. I won the first game, then let them win the second game. I realized this would cause problems with my rating. I sent in a ticket to which I was told "this is fine' I then created the second account.
