Why not make it so that you are exempt from nuking your own territories. Bombing your own territories just doesn't make sense, it just serves to penalize you for no reason at all.

I see him taking his turns in other games, He is logged on removing my posts off his wall, yet he refuses to take his turn, slowing down the game for us. I'm not accusing them of being multi's. Halfway through the game, their co-ordination of attacks is really timed well, avoiding each other and hitting the right spots in the same round. Nothing in the chat log.
