I'm having trouble understanding how you envision this. Doesn't this require changing the number of territories, which means automatically changing the graphics?

If each player starts with 15 territories before Round 1 initiated then each has a guaranteed drop of 5 armies on their first turn ...

What about just adding a grid to the map? So that the XML would be coded with regions denoted as A1, A2, B1.., ZZ99. Perhaps every single grid wouldn't have a territory, but it would allow clicky maps to be made w/out territory names cluttering the map image.

I've read, in great detail, the XML tutorial for codifying a map; however, for my particular idea I "need" a way to select X number of territories at random and deploy an insurmountable number of neutrals onto the selected territories.
