My guess would be, yes as that allows one challenge to be finished before another starts.

This is a weird little area for you, iAC...By Rule #10, you cannot re-challenge a player you lost to until after you have challenged someone else...

in this case, if you call DIBS, that means you are waiting to challenge chris.yfc without challenging someone else.
