Check out the Berlin 1961 map. For example, there are 5 French territories. You get a bonus for holding 3 of them. Same with the other regions.

It's a little strange (game-play wise) that the entire MAX blue line is part of the red line. I realize this is somewhat accurate considering where you cut off the edge of your map.
