Change the new "missing turns rule"

I think the new "missing turns rule" should be deleted, and there should be a new rule for missing turns. The new rule will make people who have missed a turn wait for everyone else to make their turn so they must go last, it could be changed where they can't go first, but second, like when you end a turn. This new rule could add to fairness for people who miss a turn, and to other people in the game, it would also stop players who miss turns purposely to gain more armies, please consider this new rule.
