After researching it a bit more, I've come to realize that he is not, in fact, one of the Valar. He's one of the Eldar (I mistakenly thought that the Eldar were part of the Valar as a whole, but now realize my error.
So no, it wasn't Manwe. Sorry.

Meh, can't remember the other guy's name.... I know it's fin-something (duh), but it's been some years since I read the silmarillion, and besides, the theft and reclamation of the silmarils makes for considerably more compelling reading than the creation.
