For alliances, out of the game, they do not have to be announced, though it would be quite obvious after a couple of voting patterns.
For games, all normal CC rules apply, no secret alliances, they have to be announced.
Actually, if Player A is not nominated and wins the veto and removes Player B from the block (who is nominated) Player A CAN be put on the block to replace Player B. That goes for both the show and presumably the game. That's why it is so rare for someone to "save" someone else unless there is a prearranged agreement to "backdoor" someone. Actually, on the show, as far as I'm concerned the POV player is safe, depending on how far into the game he/she is. But for this game, I will just let it be known, that if Player A removes Player B from block, Player A can be put up on the block for simplicity's sake.
