missed turns

could someone please explain to me the rules on missed turns, untill now ive been quite lucky that very few opponents have deadbeated games, but when they have in the past its been two player games so after 3 missed turns they where booted out. Now on my 3 player game the guy has missed 3 on the trot but is still there is this to ensure the game remains fair? will he ever be eliminated by the AI or will he just continue to miss turns?

Also on my other 2 player game a guy has misssed 3 turns but inbetween each missed turn he returns to play one level, so each time he gets his armies deffered to him, how many missed turns can he continue this strategy for? and also is this an actual thought out strategy to get his amries deffered on purpose so he gets double for one shot? if so is it looked upon as cheating?

1. deffered armies can only be placed after the attack stagge
2. deffered armies are what he should have gotten, so you should have prepared for him
3. it could be a strategy, but if you rly don't like this guy put him on your foe/ignore list. I do not think this is cheating.
4. after three simultanious missed turns (note simultanious), one is kicked from the game. If there is a bug and one misses 4 turns... send me the game number, i'll take a look
