Issue: Suspicion of Secret Alliance

Players Suspected of Having Secret Alliance: kramsey06 and katie06
Points of Support:
1. kramsey06 and katie06 both hold regions next to each on the Hong Kong map and there is almost always a time when one of them leaves the border to the other's region completely undefended while massing a large majority of their troops for use against me.
1A- There was even one round where kramsey06 had an army of 17 on Tsing Yi while leaving nothing in the green region to defend against an army of 3 that katie06 had on Llama Island. katie06, in this same round, had two armies of 11 Yau Tsim Mong and Kwun Tong, which were used to eliminate yellow and to break my hold on the orange region in the north. This al seems fine except this move left her highly vulnerable to kramsey06's army of 17, which could have easily have taken about half or more of katie06's lands. However, nothing like this occured afterwards and kramsey06 and katie06 continued to apply pressure on me in the north without worrying much about each other during the process.
2. Later, I received some interesting information from my cousin, hookshotwillaby, who is in another standard game with kramsey06. This was said in the game chat of the game my cousin is in with kramsey, game# 94338 :

This was said among other things. So, apparently kramsey06 and katie06 know each other, which could easily explain why they would be reluctant to attack each other before all other players in standard game are eliminated.
3. kramsey06's credibility is also called into question since he quickly broke an alliance in the game mentioned above.
4. I also find it interesting that they both have 06 at the end of their usernames. This leads to wonder at the "possibility" that kramsey06 and katie06 may be the same person.
So, there is my case. I would appreciate thoughtful opinions on this matter and I hope it can be resolved in a timely manner.
