This, I think, is what is going to get Rj's map the win... most users are coming in and believing "A" to be the best representation of how the world sees Brazil, and I tend to agree with them.
You are right, it is the best representation of how the world sees Brazil, it is a stereotype and therefore It would be ok to choose the first one (A) as this is a international game.

so if you round them all down, it's 98%, and if you round them all up, it's 101%. Rounding does not give you accurate results, just approximate results.

No, no leaving them as fractions is the most accurate.
All fractions are terminating decimals, and thus can be written as decimals with 100% accuracy. It's just a matter of going out far enough.
