What are their usernames? I think if you get permabanned from the forums that message comes up. They should still be able to play their games I think.

If you see that message they are either on a temp ban (like a forum ban) or they have been banned from the site.

Yes it does mean that the player is on a forum ban. The profile software comes from the the PHP forum software so if you get put on a forum ban your profile goes with it.
