Facetiousness aside: You have seriously muddled a load of random legal terminology there. This really would be best suited to being kept as a criminal matter (aidding and abetting / inciting a suicide) and while a civil action could be launched by the family (i.e. the family could 'sue')it wouldn't be based around obstructing the police, as that wouldn't give them a good/feasible cause of action and it would be hard for them to quantify 'damages' at the end. In other words, they'd sue for completely different reasons, as your original idea would be a really shit way of going about a civil action in this instance.
