Green can also be hesitant to assault blue's bonus region as blue's 16 troops can make a counter assault on green's bonus region from F1 or coming from A6, thereby may cause to weaken both of them and give a chance for red or yellow to become stronger. Or they have something else in mind and are just waiting for the right time to make an assault to each other. Anyway, we would need more than this to warrant a block between these two.
