There might be some obscure way to do it, but I haven't heard of anyone doing it. At least not within the past few years. Lack has fixed everything people have found so far.
You'd have to intercept the file with the dice rolls that is (afaik) located on the CC server and manipulate it to give you the dice of your choice, then you'd have to reset it again after you're done so noone else gets those godly rolls. Good luck with that.

Yes and no. They get a dice file from random.org, but they aren't actually taking the information from random.org every time you roll the dice. It goes to the dice file which, again, has been provided by random.org, and takes a roll from there. So in order to hack your rolls you'd have to do in and intercept that and send some pretty freaky signals, and it's just not practically possible. To change the amount of armies you've got on your territories would probably be easier, but I don't imagine it's by much.

Manipulating dice rolls would be extremely hard. If you can manage it, please let me know so I can use the hack (I can use all the help I can get in games)...but then keep quiet so that nobody else uses it to get above me, that wouldn't be fair

tbh i was thinking more in terms of being sinned against rather than sinning, but some interesting posts anyway
Imagine a grape threaded on a cocktail-stick. Now eat the grape and snap the cocktail stick into six roughly equal parts. Now lay the six wooden parts on the table in a "broken cross" shape. Take a photograph of this and upload it to photobucket.
