Sorry for all the suggestions, but usually tourney organizers will just put people like these on an "undecided" list and give them the spots that aren't chosen yet right before the tournament starts. Like, if someone wanted to join right now as Scyther, they wouldn't be able to. It just makes things a bit more fair, and helps the tourney get started quicker.
