It just so happens we have just such an individual here Game 3604626. everyone has taken their turn, yet he continues to wait. He did this in another game right here Game 3619488, waited until about 5 minutes to the end of the round and took his go. If it gave him some kind of advantage then fair enough, but there's no one else left to go and he's online but won't take his turn until the last minute. It isn't really really cheap since it's in the nature of the game (so I won't vote) and it's fair to take your advantages esepcially when you most need them, but testing a player's patience goes beyond hoping to surprise them with your timing, and I would describe anything more than 5 minutes unannounced deliberate delay, if you've been playing rt, as an acceptable tactic but rude.
