I noticed a while ago the site got a nice upgrade to the countries portion of free moves that shows only countries which a territory can free move to in the dropdown menu.
Mayhap mimic this upgrade with the number of armies you can move, where selecting a from country changes both the to dropdown menu as well as the number of armies drop down menu. Seems like it would be an easy shift, and i'd find it relatively convenient for those times when i'm too tired to pay attention to the fact that i have 6 armies in Territory X, but only 4 in territory Y and i wind up trying to move 5 armies from Territory Y to Territory Z.
If this has been suggested already, sorry to waste your time.
I think this is a great idea. I actually thought of this a few days ago but was to lazy to submit it. If done, I think it would make sense to move the number of armies into the last spot. Basically, From|To|Number would be the order of the fields and the From would dictate what shows up in the To and Number.
100% for the idea, if it's feasible (I'd imagine it is, since you can affect the selections of the "Attack/Fort to" dropbox).
It would be especially helpful in chained/adjacent games when you want the max and think you've selected the max but ended up looking at the wrong country or some other silly mistake.
Have the second fortification dropdown limit itself based on the number of armies chosen.
* Specifics:
Currently, when you pick a territory to fort from the 3rd dropdown (where to fort to) changes to only include those that can be forted to from the chosen territory.
I think it'd be cool to extend this so that when you pick a number of armies to fort, the second dropdown gets limited to those with that number of armies available.
* Why it is needed:
Not essential by any means, but would make the interface even slicker (and turns faster to take)
Ok, I'm a little confused, so let me see if i get this right...let's say i have 5 armies on east australia, and 3 on everything else...If i select 4 from the drop down box, then only east australia will appear in the next box?
If that's the case, it sounds pretty cool, unnecessary, but cool.

Yeah that's what I meant - and the way that the 3rd dropdown now works is strictly uneccessary too.
If you choose 6 armies to fortificate then it only show the land where you 7 or more units. Instead of showing all the lands you got 1-50armies. Then the list to look trough dont be so long.

The main problem I can see - (Unless you use Chips idea) is that users might get confused with the missing territories.
Chip's idea is better - as the territory list is always complete... and the number drop down changes - which is not used as a point of reference.

I think most would understand after a few games, and it isint that hard to understand. But a other way of doing it is to set it as Filter on control panel: From Easy Fortifcateing [v] to Moderate For...[x]
And as confusing as you say it is i really dont think it is but if i hear more complains, i use chipv idea only.
