I don't interpret it that way. Your not guaranteed the right to marriage by anyone. States have the authority to grant marriage license as they see fit. So while states do oversee a lot of contract law, if they ever use those laws in a discriminatory way (for example denying black people the right to buy a house, or... I dunno... denying gay people the right to marry), that's a violation of the equal protection clause, which is federal. In fact this was the basis of Iowa's decision on the matter the other week. It's the same way states have their own obscenity laws, but are still subject to the first amendment, and so forth.
