If the dice were meant to be completely fair then we wouldn't have dice, we would just lose 1 to 1. The idea is sometimes miracles will happen for both teams, so you can't calculate how many troops you need to take over or defend... I took out 10 guys without losing 1, I have also lost that many fighting against just 1. It is fair in the long run.
