Seriously, ripped her face out. Surgery can only repair, not restore.
There may be reasons as to why they couldn't do that unrelated to money though. Well, looking through face transplant "before-and-afters" it seems to pretty much be the norm to look similar to that afterwards, though (at least in the images I found through google) at least resembling the human face.

Adult chimps are quite territorial and aggressive. They're only cute and playful as children. Plus, they're incredibly strong. As far as I understand, an adult chimp is about 5 times stronger than a human of the same weight. So if a 150 lb human can lift 200 lbs, a 150 lb chimp can lift 1000 lbs.
That woman probably weighs about 160-170 lbs, and the chimp likely weighed 300 lbs (maybe more), meaning that's basically like an adult man tearing up a newborn.
