EDIT: now that I think about it the side panel showed that I also had 1 wall post but there wasnt anything new there. My bet would be he first put up a wall message, retracted it, then tried to send a PM.

He is a new recruit, maybe just telling him that secret diplomacy is against the rules is the way to go?

All chat that pertains to game/gameplay shall be done in the game chat area in language all users can understand.

Even if it is the same thing that you have already said in game chat, in an instance like that it would be best if you must PM or wall post someone to say "Please check what I said in the game chat in Game XXXXX"

Please forward the PM to myself. If this PM did occur then yes the user will be Warned for Secret Diplomacy.
